I don't think anyone really expected to be moved down at this point. At the start of the lockdown yes. Though if we can drive numbers down. But basically this has shown that Tier 3 simply doesn't work at all. No doubt another change to the rules how it all works in the new year.

It has driven rates down successfully in most areas.
What doesn't work is moving to tier 2 as cases simply rise again.
Tier 3 from now til Easter at the earliest for everybody. Anybody who is not in it now will be eventually.

Just read that tiers are set out to be reviewed every 14 days. You'd think any area would need to be well into the territory of being moved down a tier, over a long period, before they are, otherwise there's a chance it's just moving back up again a fortnight later. That kind of disruption in say tier 3 is surely worse for businesses like restaurants and pubs than staying shut and receiving financial support?

It's not. Over 60s have way more disposable income than all other demographics.
They're also the most likely to die.
