Perhaps. Though I also think Isidor fits into a similar mould with Rusyn- not just the region but looking at the leagues and seeing what type of deal might be possible. I get the feeling it's more like Isidor was on the list of possible targets and Le Bris might have pushed for it. I get the feeling that we got Isidor, mainly because we were a bit brave in working out a deal with a Russian club, (which is complex legally) and being proactive when we learnt he was available- probably helped by having an understanding of how a deal could and could not work via a vis the russian league (which becomes a mixture of long term planning, and the flexibility of having the knowledge in place and not spending all our money to be able to move quickly for a player that becomes available.)- I think Mundle is another example of this (though without the complex legal issue)I think that player might have been Isador, based on RLB’s comments about coming from the same part of France and having tried to sign him for Lorient before.

So it becomes a combination of the scouting structure we have in place, and Le Bris' personal recommendation (I wonder whether at one point Isidor was on a list as an alternative To Mendy, but we moved for him anyway die to opportunity and Le Bris' recommendation, whilst not entirely giving up on Mendy.

the head coach has the final say, according to speakman, but the name is only proposed to the head coach after it has passed harvey, and then speakmans scurtiny. I Feel like I've had this type of argument before with you, so I'm just going to quickly define 'final decision'- the final decision, that finally decides whether a thing happens or whether it does not.
