It opens fir the Women's World Cup Rugby and closes the same day to enable some finishing works to be done. I haven't seen a date for the permanent opening, yet.
It's the same bloke who puts those mad rambling letters through people's letterboxes. I have him on my Ring Doorbell.

The bottom of the John Reid road is a popular spot for them on a Saturday afternoon.
