They found out about the new variant last weekend and then about the increased spread of the variant on friday.

It is not reasonable to assume the Minister in charge of the UK response to the Covid Pandemic was not aware of the new strain,VUI-202012/01, and it's spread in Kent before Friday 11th December.
It was indentified in November by PHE and PHE keep the Government informed on a DAILY basis.

A Conservative MP has told the BBC that a minister should offer their resignation over the new Tier 4 restrictions.
Speaking on Radio 4, Charles Walker said he believed the government “knew on Thursday, possibly even Wednesday, that they were going to pull the plug on Christmas, but they waited 'til Parliament had gone. That on top of everything else is a resigning matter."
"We've proven, now tested to destruction, that lockdowns don't work. We have an economy that is not creating jobs, but losing millions of jobs across the place," said Mr Walker, suggesting there was "a growing crisis of confidence".
"I'm not asking for the government to collapse," he added. "I’m asking for a secretary of state to take some responsibility."
A Downing Street source has called Mr Walker's claim about the government knowing beforehand "completely false".
They said Prime Minister Boris Johnson was informed on Friday about the high transmission rate of the new coronavirus variant, and of its rapid spread in south-east England.
"We had to take rapid action to contain the disease and slow the spread," they added.
