It always has done with the Glazers so no surprise there, see Super League for a perfect example.
They have consistently kept deadwood players on the balance sheet to inflate the value, it’s deliberate policy.

From memory didn't Southgate once send Greenwood home (with Foden) from an international squad for behaving like a dickhead before any of this even surfaced?

Ivan toney and greenwood are different kettles of fish like, Toney has been rightfully banned and admitted to his many fuk ups and will no doubt be in some kind of program to deal with the gambling, greenwood has said zero of what went on, hasn’t shown any remorse and is a vile little shiitbag. I very much doubt even Southgate would tarnish himself by picking him

For any faults Southgate may have tactically he’s known for building a good spirited squad and not wanting bell ends around, Grealish and Maddison would have more caps quicker on ability alone
