Technically the club can as they don't have to release his papers to play. But why would a club piss there own player off.

If any player gets called up to play for their Country and they decided not to go, for whatever reason, injured or whatever.
They wouldn't be able to play any Club games while the tournament is on.
It's all about the call up.
