I don't think China is as bad as made out. The west have outsourced their pollution heavy industry to china. If they were not produced there then it would be somewhere else. The overall impact to the global pollution abouts is probably similar, save for logistics.
We the west, certainly need to get ourselves away from consumable, one use plastic shite.

You seem to love very simplistic arguments. Just for a minute step back and ask yourself how do we have the only planet we know of out of the billions out their which can support life?
Once you look at that you have to accept that we have very delicate balance to maintain and increasing the, and this is the key word , proportion of any gas in the atmosphere will destabilise that balance. As will decreasing it.
So the answer to your question is we keep as close to the long term average as possible.
