People who have collapsed is quite a routine job, for someone who it is not believed to have been assaulted there are a lot of police present and a chief inspector briefing the press.
Either something more sinister has happened or some officers are looking for competency evidence for their next promotion

seems like a bit of an extreme reaction from the emergency services to a bloke who's suffered a heart attack. Especially considering BTP would have been on the scene in minutes and able to inform dispatchers that it's not necessary to dispatch every available unit in the North East of England.
