Not a stupid idea at all IMO. All it needs is ANPR cameras linked to the database and police to follow up cases where
The insurance is out of date
The camera cannot read the registration
The first group should be fined
The second group should be fined if the plate is non standard. I see loads of non standard plates that I’m convinced ANPR cameras cannot read

Whatever happened to the ring of steel?
We were promised that every car that entered or left the town centre would pass an ANPR camera and if you weren’t taxed or insured it would automatically fire your fine and points out in the post. Sounds like a fantastic idea - fully automated, foolproof and a money spinner. But after about 5 minutes they took the cameras down and it was never mentioned again.
