I think it has to do with his physicality. He is not given decisions on fouls on him because he is so solid and strong and black to be honest. I think his race plays against him and he is seen as a strong physical hard player who fouls poncey fragile players and can be battered about without getting a foul decision against opponents.
I think he is causing problems for Premier League sides and they don't like it.

Because a couple of incidents like the DDT on Sunday aside, he seems to mostly get fouled by grapples and is nearly always simultaneously also grappling.

Utter nonsense. It's a second yellow so why are they wasting their time over it - it's as if the fact that he was on a yellow already and Romero got hurt means it's automatically a second yellow. I'm sure they don't usually opine on whether yellow cards are justified so why is this one being treated differently?

The fact that the panel can't agree says it all - but it's being completely skewed by the fact that Romero unfortunately got injured.
 
Are they seriously checking everyone who has received a yellow to see if there was a second infringement? They must sit there 24 hours a day. No wonder they are shite at it.
 
The first one wasn't a booking.

The second one was naughty. He sees the keeper coming out and uses the opportunity to do a bit of human bowling between Romero and the keeper and it had the desired effect which was a nasty collision. Same as pushing someone into the advertising boards. Great bit of sh*thousery that Brobbey deserves more credit for than some of you are giving him.
