Following the lodging of an appeal a League Appeals Meeting Sub Committee (compromising of three management members not involved in the original decision) was held on Sunday 19th June 2011.



The appeals related to two instances of an ineligible player representing their clubs in the fixture programme staged on Sunday 5th June 2011.



The initial decision in both cases, where after careful scrutiny, evidence indicated that there was mitigating circumstances that warranted consideration found as follows;



Given Washington’s and Ryhope’s acceptance of the transgression of league rules (and both clubs commitment that neither would repeat such a breach this season) the league officers intend to act as follows in regard to the two (individual) instances of league rules being broken;



- the player(s) in question J Carroll (Washington) and J Summerside (Ryhope) are not considered for future selection in any HLSL fixture, without the clubs first seeking possible dispensation for the player to be selected.



- any further transgression of league rules by either club relating to eligibility matters, this season, will result in the automatic application of the following penalties;



a) A deduction of any points achieved in any fixtures where such non-compliance with league rules occurs (if this involves a cup competition then automatic elimination from the competition).

b) Application of a retrospective points deduction relating to the 5th June offence.





The Appeal Sub Committee meeting on Sunday19th June 2011 reached the following conclusion;



In view of the evidence obtained from Ryhope and Washington during examination of the two instances, both individuals would have been given clearance to participate, had either club made an application under the existing dispensation criteria.



Therefore, while Ryhope and Washington were guilty of playing an ineligible player neither would have fallen foul of league rules - if not for failing to request dispensation on the day.



The Appeal Committee supported the original decision and the penalties imposed, with the following three recommendations being conveyed to all clubs;



1) All cases of ineligible players continue to be, where discovered, investigated on a case to case basis, with application of an appropriate penalty as recommended by league officers after investigation of the facts available.

2) It is for clubs themselves to self police the dispensation criteria as reviewed and monitored by the league officers.

3) The League Management Committee re-submit to the AGM their proposal for a league player registration process, which was unanimously rejected by member clubs at the 2011 AGM.
