I’d declare one minute before they have to go back on the field after lunch.
Although this is obviously now totally academic no one seems to have picked up on the technical fault with this strategy that the batting side has a right to the roller so that would just needlessly burn time. You’d do it ten minutes before.

No, I agreed with it - it’s f*cking disgusting that there won’t be an Ashes Test in the north until 2031.

There’s 3 in the South West and 2 in the midlands. That isn’t right.
