Is it something the lad who's finishing my website should be able to do? Lad is on these boards and has done amazing job so far

Just had lad on phone offering to guarantee first page Google exposure with 10 keywords for £139+vat for trial month.
Just wondering if that's a good deal?
Is it possible as well?
Cheers lads

I googled cottonbottom and they make high quality cloth nappies
You dont need to pay anything to be top of the google search rankings. Me dads now liquedated (unrelated matter!) business was just a small electric sockets selling website based in his flat but if you googled ' Electrical Sockets' or anything even like that his was at the top of the list. All to do with getting in 'spider sites' or something that push it right up the rankings. £139 a month is robbery.
Al do me best to find out how he did it, he isnt very computer savvy but still was ahead of big businesses on search results, even his suppliers
yr dad's site??: www.socketsandswitches.com
