You've probably replied to the wrong person mate.The FL inquiry is not a Criminal Court so the standard of evidence that's required is a lot lower than I believe that you think it is. The only things that the FL would has to show when it come to a decision is that the conclusion it reached was reasonable given the know facts and that they followed due process as set out in their own procedures. They are not required to collect and consider forensic evidence and show that the case has been proven beyond all reasonable doubt.
To my mind despite all the questions about the competency of this spying operation against Boro and whether the "spy" acted on his own initiative if other Clubs come forward with the evidence that suggests that it wasn't just a one off incident then Southampton will be in very deep shit.
The time it takes for the FL to make a decision may therefore only depend on how many other Clubs (if any) do make or have already made similar complaints about Southampton.

Relegated teams won’t have a case, Sheff Wed well they finished in 0 points so that doesn’t matter, Oxford actually beat them in one of the games and finished more than 3 points behind and Leicester finished more 3 points behind and only played them once whilst Tonda was there in the league. Depends if you are world tennis number 1 or not.The EFL regularly deducts pts for clubs going into administration and other financial transgressions. Whilst I understand the rationale for that, financial transgressions are not as heinous an act as blatant cheating..
Sending an employee to spy on an upcoming opponent, and maybe particularly in this type of play-off scenario, is an act of complete immorality and should be punished accordingly..
The only punishment I can see as being fair is that they forfeit the tie against Boro and then get a pts deduction for next season for the other spying allegations against other teams (if proved), 3 pts each game.
If it was an athlete caught cheating by taking drugs they would be banned indefinitely from any sporting competition. Cheating is cheating. It has to be punished severely.
