When Swindon were found guilty of fixation regularies. We were promoted in their place .Looks pretty good for Hull if that's the case.

So you could say Boro trying to find evidence that they'd spied on other teams could harm their chances, prove that it wasn't just them impacted and then the league can say well others have been so we'll follow the earlier "Swindon" precedent.
 
They lost the semi final by a team who cheated to win the semi final

The cleanest way is to allow final to proceed ,then if Hull lose , make the decision a week later . Say the punishment is for irregularities throughout the season.

Or they boot them out of playoffs and Boro get to the final and possibly even relegate Southampton given the amount of teams supposedly giving Boro evidence. That's surely got to be serious rule breaking if it's been done to so many teams.
