I cannot see how their actions can improve their chances of defeating a fellow Championship side. It is a storm in a tea cup when compared with the blatant cheating within the game, both on and off the field: Manchester City's financial doping, players diving for penalties and, on a different tack, the constant switching of kick-off times at short notice that inconvenience supporters.

A fine is possible as it's listed in the punishments but so are a raft of other much harsher penalties. Theres no fuss or come back as it's the competition rules. This. If they’ve been doing it for a while how many points have they got on that basis that’s have put them in the playoffs? How many other teams have they stopped getting into the playoffs (Wrexham are one).
