They're at a bit of a crossroads I reckon.
Either they'll properly go for it this summer and start to spend the money needed to get to the top table. That would mean a new stadium, new revenue streams, sponsorship of every blade of grass - the full City model. That's an investment of £2-3bn.
Or... they won't. And there's lots of evidence to suggest that they won't.
