Nah, you could still get a car through the middle but there's big bollards town side at the building beside the bridge opening. I can't see SOL side yet but they'd probably be nearer the stadium road to stop cars getting in when all the Sheepfolds has all been developed.I've not seen the seats or where they're positioned but are they not HVM's (hostile vehicle measures) to stop vehicles being driven into the crowds.
I've done these in Birmingham and they're dressed up to act as seats. Unfortunately in this day and age they are a necessary bit of street furniture where large crowds are congregated.

I would say any anti vehicle measure will be at the back of City Hall on the south side and at the top of Sheepfolds on the north side.
