Partial opening for the Rugby World Cup then close it after today. I'm sure I read its due to be open fully late September-early October but happy to be corrected.

I get that bit. What I’m getting at is how it can be open if it’s not finished. It’s a genuine question.

Assume its substantially complete and safety criteria met, but to finish the job it’ll be easier and safer to close altogether

Probably because health and safety signed it off as safe to use. I'm guessing all the appropriate risk assessments have been signed off.
A bit like when you download a game om xbox or PlayStation and it gets to 70% installed and the console says the game is ready to play but with some functions turned off. The essentials are done but the nice accessories are yet to be finalised.

It sounds like the surface they are using today is only temporary so that will need finishing. Cannot do the surface with people walking over it so I guess that's one of the reasons it will need to close again.
Yeah, plus they need to sort all of the electrics and cosmetic elements which isn't an overnight job.

Dead easy - they will just put the closed signs back up
Or activate the hidden feature and make the middle section open up, like Tower Bridge. It’ll have to do that for *really* tall ships.
I've walked over it. Can confirm it is great. Hard to describe how alien it feels walking over there and coming out at The Sheepfolds Stables.
