He can refuse like. He's travelled willingly. But would imagine he's happy to stay at Sunderland at the same time if a deal fell through.

His employer asked him to travel man, nothing wrong with hearing what they had to say , then he can go to the club and say this is what I'm offered are you going to do anything about it? If he stays club assumes he's happy with contract he has. Got to play the game.
