The Premier League can't override the police/safety groups. The only place the police will allow the away fans to be moved is the South Stand, and the Council won't allow them moved back there due to the Sheepfold developments, which is why they couldn't be moved anyway.

Luton playoff game properly sold out, and there was only 46,060 there, capacity is not what it used to be for some reason.
