Deterrent is really a bit of a misnomer here. I think it basically means Russian nuclear strike capability is on active standby. It’s concerning but is probably just rhetoric, it’ll always be on standby in reality.Can anyone explain what a nuclear deterrent team actually is or does?

It's scary in the sense that it's the first time a super power has publicly dismissed arming some form of nuclear capability in a hot war since the fall of the Soviet Union.
But reading though the lines it's saying to Russians "they're trying to nuke us so we better get ready" ie trying to create a narrative of everyone being against them.
