What good would bombing Moscow do? It would just give Putin a propaganda win "Ukraine is aggressive! See! SEE!" and undermine international sympathy with no military effect.

Maybe. Maybe it would put more pressure on him to stop. How could a retaliatory strike be seen as the aggressor ?
Blitz the Kremlin and let that be his legacy.
