To be honest I don’t know but certainly Germanys problem is that they have been decommissioning their 16 nuclear power stations the last one of which was switched off this year. That was a political decision driven by the Green Party who are an effective political party in German, I don’t think it’s an easy matter to turn a nuclear plant back on

It would depend if it had been defuelled and what preparations had been made for decommissioning. Reactors are often shut down for long periods for outages either for refuelling or major repairs. Some of the Uk reactors have had very long outages due to issues with graphite.
