You'd imagine so. They desperately need a good DoF, maybe then they won't get the piss completely ripped (they'll still have to pay over the odds mind). Currently agents know they've got people with very little clue about football running the show. They'll offer anyone who is a bit of a "name" and the owners will probably try and snap them up. They likely won't be the right characters, they'll be there for the wrong reasons, Howe probably won't have chosen them and it'll knack them for FFP down the line. Amazed that after all this time they didn't have genuinely good football people lined up and ready to come in
