What's wrong with that exactly? If everyone passed forwards there'd be nobody left to pass to!
I don't watch England games so can't comment on those specifically, but I know they have the likes of Kane, Mount and Sterling. Kane likes to drop deep, Mount is a workhorse (and very clever with his off the ball movement) and Strerling is rapid. So for me you need to work the ball up to Kane, who will drop into attacking midfield, and this should trigger the likes of Sterling and Mount to burst forward (especially if Kane has dragged defenders with him). He lays it off to the likes of Grealish and he picks the passes through to the runners exploiting the space and using their own pace/work rate.
There's a name for it, something like forward, back, through. Maybe Declan Rice should play as a deep-lying forward...
Grealish would be more of a roaming playmaker, I guess.
