Sportswashing isn't new. Mussolini used it to promote fascism in Italy at the 1934 World Cup. Franco used Real Madrid to promote Spanish nationalism. The World Cup in 78 was a huge propaganda vehicle for the junta in Argentina. They were used to project an image that their countries aren't as bad as people think. Saudi Arabia are now doing this. They recently let women wrestlers take part in an event Riyadh. It was to show the world that they are becoming progressive, even though women aren't treated with any dignity at all.
