Just personal opinion but I couldn't see Pep taking over PNE, for example, and guiding them to promotion, a title and the UEFA cup. Clough will always be the best coach of all time IMO.

Sounds good in isolation, but not so much when you consider that Bayern made 3 CL finals in the 4 years that preceded him. That included back-to-back CL finals immediately prior to his arrival, winning the treble along the way - his record of getting mullered in the semis every year doesn't look so impressive in comparison. They have also won it again a few years after he left.All the top clubs pay massive fees regardless of the manager. Solskjaer has spent a shit load since he’s been at Man Utd.
What Pep does almost guarantee is the league title and a cup each season.
The CL is difficult to win. He was regularly getting to the Semi finals with Bayern and reached the Final with city.
He’s a excellent manager.

2013/14 With a Bayern side who were champions of Europe, got battered 0-4 at home in the CL and knocked out.
2014/15 With a Bayern side still full of CL winners, battered 3-0 by Barca in the 1st leg and knocked out of the CL
2015/16 Knocked out in the semis again - 3 years with an inherited CL winning squad and didn’t make 1 final
2016/17 Brought in by City to win the CL and was dumped out in the last 16 by Monaco
2017/18 Beaten hone and away by Liverpool, 3-0 away and was accused of ‘overthinking’ and then beaten at home when playing a 3313 formation that he had never used before, again overthinking
2018/19 knocked out by Spurs in quarter finals - says it all. Again his defensive setup massively questioned.
2019/20 Knocked out once again in the quarters, by the mighty Lyon this time, where he used a random 3 at the back formation and was widely blamed for the failure, including by his players in leaked reports
2020/21 - first final in ~10 years. Went in as strong favourites, Decided to not play a CDM for the first time in memory, got beaten and blamed by loads for the side he picked

Have you read Pep Confidential? That first game you mention when in charge of Bayern, Pep was absolutely kicking himself for changing his mind last minute after he'd made his decision.
He went to Bayern on a hiding to nothing after they'd won the treble, and it's pretty well accepted that he improved them beyond everyone's expectations. He revolutionised a team in a country heavily reliant on a completely different style of play.
