They'll almost certainly be heavily involved in the constant changing of the goalposts regarding the lifting of restrictions.

My thoughts are the opposite. They'll have been begged by Johnson for a date that things could open up by, or be begged to agree to an opening up date that Johnson wants to set. They'll have set out some key dependencies for achieving that (like limiting entry to the country from high risk locations) which Johnson would have completely ignored.
