I agree but there are only really two options;
1) take a hard line - players have to choose where their loyalties lie and aren't considered for test cricket. The downside of this is you risk losing the likes of Stokes, Buttler to the test match game altogether and water down the product.
2) Have a rotation policy where on occasion these players miss some test matches which also weakens test match cricket by perhaps to a lesser degree.
You are more confident than I am. I'm sure he prefers test match cricket but in a sport where he has only a few years left he will want to maximise his income I would have thought.

He’ll have a choice in Australia though. There’s no reason to rotate anyone but for fitness reasons.

I’ve said it before, the games they miss for England should be deducted from their central contracts and their pay calculated pro-rata on availability.

I'm not sure how it works but if its the ECB policy to do this I doubt they are deducting money for games they players aren't involved with?
Not involved is different to not being available because you’ve taken up a contract elsewhere

No idea tbh, but it would seem fairly straight forward that you aren’t paid for work when your effectively working elsewhere.

The IPL has been the biggest problem to English cricket for over a decade and as it is getting bigger it is being played more and more into the English summer. It is a major headache for the ECB and I would imagine the powers that be in India are quite happy about it.
I can see a time when England probably can't play top level international cricket at home in the early months of the season because their top players and the oppositions top players want to be involved in the IPL.
