20 is a lot smaller number than 14,000. It may be one of the reasons, but not all of them.
You said people hadn’t renewed as they didn’t know when they would be allowed back in.
I agree some will have done this. However I don’t know one person who has binned the ST for that reason (in a sample of around 20 people that I know has a ST)
