If those clubs don't want him then he won't be 'worth' as much as that. It's not as if someone somewhere measures a players attributes and then uses the results to calculate a value. When people talk about the 'market' for players like Kane they are basically talking about roughly 8 clubs. Whether any of those want him determines what he's worth. If Man U or a similar club him then he'll go for something daft, if no one like that wants him then he won't.
Up until last season Kane had had a series of uninspiring loan spells at lower league clubs and a few decent games towards the end of the season before. Around the same time Wickham was having his best spell for us. Kane was given a crack upfront for Spurs and pushed on, Wickham was shunted out wide in the most defensive team in the league. Up until then it wouldnt've been too unreasonable to say they were similar talent wise. Same could've been said about Kane until last season. I'd be amazed if he ever gets close to having a season like he did last season.It's not just attitude. Kane is far superior. Wickham can barely hit a barn door on a good day!

By your logic, no one could ever overpay for anything ever. Or no one could ever get a good deal. If Man Utd offered £75mln for Steven Fletcher, it doesn't mean that he is worth that. It means they are idiots

Man United will decipher whether a player is good value to them in a different way to a mid table club, as shelling out £30m isn't going to cripple them the way it might others - the relative cost to them of such an outlay isn't as significant. That isnt the same as saying no one can ever overpay for anything ever.
If one of Europe's top 8 wants a player you can expect him to go for a vastly inflated fee. Whether or not one of those clubs are interested can depend on factors aside from the player's ability. Hardly a surprise to see Kane priced at £40m for a transfer to Man United.
