This won't happen until the Cyprus question has been resolved.
The Turks are still illegally occupying the Northern third of Cyprus, and have been since they invaded in 1974.
Cyprus is a full EU member, and will not allow Turkey to join.

And, no the Turks are NOT European in my opinion.
