he didn't yank the hair? It's a physical play and Ballard just trying to grab his shirt and his hair is draped over the shirt...it's a stupid rule.

If hair is covering part of the uniform, which is legal to have a hold of, then the hair becomes part of the uniform. This is how American Football (NFL) handles this situation. Because there used to be a similar issue with player's hair getting pulled during tackles.
 
About time players with long hair were forced to tie it in a bun, or else you’re going to have teams of players all with long hair hoping to get others sent off.

I don’t think he really even knew he’d grabbed his hair. He’s looking at the ball and just holding onto a man that is backing into him.

It’s a competitive advantage now to have long hair.
