He can be sold and resold by any club but unless regulations have changed, no player can be registered to play for more than 2 teams in a calendar year.

Don't take this as gospel mind because I've seen some articles say that it's 2 clubs per season and some say that's over a calendar year.

He can, but he can't play for the third or subsequent clubs, as you rightly say. We can only take him on loan but I was just correcting somebody who suggested that somebody else buy him and sell him to us.
