Most don't have to enter the city centre at all to get what they need, retail parks had put a decline on that way before loads started shopping online.

Agree.
Retail parks out of the centres were the first nail, internet the second and all city centres are shrinking on different scales. An online sales tax might slow the decay and fund/support city centres change to a sustainable size and identity.
