What’s the var threshold for clear an obvious?

I’m totally lost now when it comes to var. What is the level of this clear and obvious when var can come in or is it all written with enough ambiguity that leaves everyone room?. There’s been untold fouls are calls I’ve seen during the season not just involving us that I would e though easily met this threshold and var never intervened. Can’t believe we are so many years into using this technology and it being brought in for clear and obvious calls feels like has went to the point sometimes the games being re reffed.
