Still a very busy area. and looking from the photo he's away from just accidentally mounting the curb.

Whatever the situation I hope no one is hurt if its a terrorist hang the bastard or try not brush it under the carpet.

Busy commuter time and parliament being in recess doesn’t matter if the intention was to cause injury or death to pedestrians.

Why would this happen?
 
From the latest wide angle pictures on Sky, it looks like the car was trying to go down one of the vehicle entry slip roads.

Now reported it is being treated as a terrorist attack.
