The answer is Spurs. Objectively. Anything else is just wrong.looks like being one of these two, which of them do you want to be relegated?
The one significant fact that you've overlooked is that Spurs have not won this year!Lets see. On games there is little to tell between them. At home The Hammers win 4-2 on home wins. On draws Spurs have 5 and West Ham are on 4. There is only two losses that separate Tottenham on 10 losses and West Ham with 8. Tottenham have a GD+ of 20 and only two goals better off with 22 is West Ham. GD- it's a difference of two also with Tottenham on 38 and again West Ham two less goals conceded with 28. So Total GD is -6 for West Ham and -10 for Tottenham. There is nothing to split them on home record.
Away Tottenham have 5 in wins and draws to West Ham's 4. West Ham have lost two more than Tottenham with 6 and West Ham on 8. The gap is bigger in GD- with 29 for West Ham to 23 for Spurs. With 18 West Ham have a worse GD+ with Spurs on 22. But the biggest difference is Total GD with West Ham on -11 and Tottenham on -1 despite what people say about their poor season. Burnley and Wolves have the worst away GD with -23.

So it is a very fine margin between the both of them in virtually every aspect of the season's stats other than home GD- and total GD for away games. But on those stats West Ham have been as bad away as Spurs have been at home. At home West Ham have the most wins with Spurs the least. On losses it's Spurs. But away the opposite is true. On GD West Ham have scored more at home but away Spurs have scored more. The opposite is true again for goals conceded.
It comes down to personal choice and I would have to say the one who would struggle the most is Tottenham so Spurs. West Ham seem to be playing with a bit more confidence.
