There's no way Top Man have done this to cause offence,but it's an ideal opportunity for a certain type of person to be offended.
Do Liverpool have copyright on the number 96, the word karma and the saying what goes around comes around now?
Don’t know if I’m “a certain type of person” but I find it grossly insensitive. No one at Top Shop paused for a while and thought ‘hang on, we can’t do that?’. It might be a Bob Marley quote but whose going to know that? What people will see (on the cretins who wear it - it’s a shite top anyway) is 96, what comes around, karma, a white rose, and then it’s friggin red! Absolutely bizarre.

Parliamentary law 2018....you can no longer use the number 96 because you might offend Scoucers!

I’m not being funny but all the people that design was put in front of as part of the product development process, come on.

Nobodies suggesting this is a copyright issue.
 
It's a terrible top, but easy to see why it could offend.

You used to be able to get jeans with the number 96 plastered on them about 10 year back, maybe from Diesel? They were minging too.
