Some interesting quotes from CEO Bostock.
The first job was to try to repair relations between Durham and the ECB, which were clearly difficult. “There was undoubtedly some lingering resentment and anger among our supporters and staff,” he says. “I felt we had no choice but to try to rebuild that relationship because we were going to need their support through some sticky periods. That was critical.”
“And while there are some diehards here who won’t forget, I’d like to think that the majority have seen that the ECB want us to succeed and that, strategically, the North East is very important to them. The ECB have been incredibly supportive to us in the last two years in all kinds of ways.”

Our main protagonist at the ECB is no longer there so Bostock is right in saying that we need to repair relationship -they are after all the governing body of English cricket. Graves was allowed far too much power. I think ECB realised this which is why they appointed a chairman who is independent of any club.

I can't help feeling the ECB would help matters if they came out and admitted Durham's treatment had been excessively harsh and waived the debt accrued in bidding for tests.

surely then they'd have to pay back 1m per test held since whenever the bidding process started, they'd beyond bankrupt themselves. no wonder they got rich whilst clubs got into debt, the amount they must have leached from the game

Bostock mentioned at one forum"I don't expect us to have to repay the debt to the ECB". Probably from when it became apparent,from Glamorgan 's accounts not ECB,that Glamorgan 's debt to ECB had been waived.
