Considering the only quote is short saying he has promised his commitment both financially and personally, then I'd say it carries more weight than them purely speculating how much he has to spend.
 
This appointment come very soon after the breakdown of the takeover talks. That would mean that this was lined up well in advance, so lets hope transfers are also similarly lined up.

Going to call it now.

Kick off with 2 loans both from the same club. 1 Grayson wanted and a buy one get one free. O'Shea gets a contract so we don't have to buy anybody instead. We sign a player for 3m the week before the Derby game and people start thinking that the ball is rolling. We get a draw at Derby and then nothing happens until we sign a striker for 0.75m. Bring in a veteran old player on a free and then nout till deadline day when we panic buy somebody for 4m and another loan.

Total spend 7.75m

First team players: 20
 
This can't be true, as I wrote on the back of a notepad earlier that he had 75m to spend with a further 15m in Jan if we were in the top six.

I think that holds as much weight as this article. I think the last few weeks have proved very few know what is happening in the club. Only those that need to know in the club will know the budget! Not some journalist.

The positive of us not having any money in all the papers is, if Ellis does back the manager financially it would probably stretch a bit further. Look at the year everyone knew we had cash to chuck about we over paid.
 
Good luck to him. Here's to a season with some positive vibes from the manager, some effort from the players and the crowd getting behind the team from the off.

Year 1: relegation to League 1.
Year 2: promotion to Championship (his forte).
Year 3: promotion to PL.

The Bad scenario
Year 1: relegation to League 1.

Year 3: miss the playoffs, Simon sacked.
