Sounds like Southampton have admitted the charges according to SSN so have they accepted the penalties at the same time? (ruling out an appeal?)

That’s odd if they have, perhaps the evidence and implication on higher ups there was irrefutable and did a deal to not further punish them financially and point wise if drawn out?
