I'm struggling to think of a good solution or punishment
Throwing them out of the playoffs seems a little harsh to me, so depending on the result of the playoffs....if Southampton get to Wembley, a very large fine, say 1 million....if not, a smaller one say 500 grand and in both cases a suspension from the League cup for a year.

Sounds good. Cheat your way to the biggest prize in football and we will hit you with a tiny and meaningless punishment. Let this be a lesson to any other clubs wanting to cheat, it won't be dealt with, knock yourselves out.

A large fine of £100m of their tv money if they get up. £50m to Boro and the rest distributed equally amongst the other championship clubs. Then a 10 point deduction next time they’re in the Championship. Ten year ban from the FLC.
20 point deduction for each their next five FL seasons if they don’t go up and a ten year ban from the FLC.
Anything less is the FL admitting they’ve no control over their own competition.

If they (Southampton) win the second leg I definitely think they should be chucked out of the play offs and Boro take their place.

It will be ridiculous if they're allowed to play in the final. They have definitely carried out a major cheating operation against Middlesbrough, and maybe others too. Southampton have already denied any active role, so the punishment should be as big as possible if that's discovered to be untrue. The football league should have forced the issue with the offer of leniency. Full disclosure and we only boot you out of the play offs. If it is true then they have totally de-valued the competition , and as you allude to - IF they've been up to this through the season it just makes the whole division a mockery.
Seriously, I'd hate to think Boro were into this sort of thing - it's cheating , no ifs or buts about it.
I don't see why the amount of any fine should be dependent on how they progress.
Whether the cheating has 'worked' or not should be irrelevant in my opinion.

I’ve the utmost confidence in the EFL to reach an appropriate decision and taken action commensurate with the issue
