Edit: nothing to do with the butter. If it is in bread, then it could be a butty or sarnie. If the filling is in a bread bun, it could be a bun or butty ( but not a sarnie)

Bloody hell, there's a very dsd story in that article. Must say back in the day the recording of incidents was remarkable. I use to look at old newspapers and it was just crammed with local news going in to great detail. Unlike today where half the articles are tittle tattle nonsense.I’d go along with this. I can do a chip butty with no butter. It’s still a chip butty.
Though I did have a boss who referred to a sandwich as a butty, but I thought he was wrong at the time.
