Saudi PIF in talks with potential investors

The most damning bit of that article is where their own CEO seems very loose on the details: A new stadium could cost in excess of 1 billion pounds ($1.34 billion), said Hopkinson, who referred questions about the talks involving PIF to the Saudi fund itself.

Seems very much like they have no real plans if they are so vague on the cost of it and how it is being paid for. That isn't just speculation either, that is an actual comment from the CEO himself sounds like he doesn't know what is happening.

I suspect he is probably a bit worried about the rug being pulled by PIF in light of the LIV being dropped, and he doesn't exactly seem like he is getting assurances from PIF themselves about their commitment to NUFC. I wouldn't be surprised if he were happy for this to go to print (and maybe was even the instigator of the story) to try and shame PIF into investing in the face of the outcry from the world's most entitled passionate fans.
