I'm with you on this.

"The deal is not signed off yet" could simply mean the final sale documents which will transfer monies and ownership change registration at the various places needed. After all there has to have been various agreements in principle signed off to enable the deal to progress, due diligence to be performed and a new company to be set up with the club as the address.
