Recommend a good low budget film

The Station Agent or The King of Kong.

Actually, Withnail and I wasn't exactly high budget.
Wiki tells me it cost £1.1m. It also tells me Life of Brian cost $4m which seems quite low-budget although I don't really know what the the term means beyond it's literal sense.

Bravo Two Zero

Layer Cake was mentioned - not sure if it qualifies but IMO one of the best fillums ever. Book is good too.

Dr. No - they approached Cary Grant for Bond but his going rate was a million and that was the entire budget!
 
If by 'low budget' you really mean low budget, and by 'good' you mean cult, then John Waters in the 1970's is the boyo.

He spent a total of $105,000 to make Multiple Maniacs (1970), Pink Flamingos (1972), Female Trouble (1974), and Desperate Living (1977).
 
Hard Candy is a cracking film like. Wince-inducing.

Caught it by accident once when it was on and thought it was fantastic.
