He's right in that FFP looks at losses over 3 years. I don't think we could spend £500m in January (say) without a huge bump in commercial revenue and gains in the years that follow to cover that loss.
If they want to try and buy success I'm sure they'll skate around FFP effortlessly tbh. Just get a Saudi state company to sponsor them, the PL can hardly say its unfair given that they've already said that PIF are completely separate to the state. It'll be interesting to see what their ambitions are. If they are determined to be a super power they'll manage it. I'm just hoping they have less lofty, and less expensive plans
