He's 19 , border control have his passport, they want to ring his mam but he tells them he's 18 so they don't ring her. Did they not have his passport in thier hands with his date of birth and address on it?

I think that’s poorly explained but the fact he is 18 and an adult means they would need his consent to ring his mum. I think what it means is just that he told them he was an adult not that he was actually 18.
